The Twinblade can be found in the Dragon-Burned Ruins in Limgrave, southeast of where you start at The First Steps Site of Grace.
It is in the same area. The weapon is in a chest in the cellar of the Ruins.
Keep in mind that there are two cellars in the same place, so be sure to check both of them.
Are you looking for the southernmost building in the Ruins?
You’ll see torches that lead down to the cellar, with four stone walls that still stand around it.
Take the stairs down and open the door to find the chest. Open it, and you’ll be given the Twinblade as a reward.
The other cellar has a chest with a trap, so when you see the mist coming out of the chest, roll away quickly.

The Twinblade stats
If you have 10 strength and 18 agility, you need to get the Twinblade.
It starts with D scaling for both of those stats. This is a primarily Dex-based weapon, though.
It’s better for builds that rely on Dex as their primary damage stat.
If that isn’t enough, it also comes with the Spinning Slash weapon skill, which lets you deal with large groups of enemies pretty well.
Even though this isn’t a unique weapon, spells and items can still make it better.
It can also be upgraded with regular Smithing Stones instead of the sad ones.
