- Jump from the south side, where you will see a platform. Paraglide to the tower with its large antenna and moss-covered roof.
- Ascend the ducts from the roof to reach the paraglider, and then jump over to the one immediately below.
- Talk to the mysterious NPC The Liquidator
- Take the Cyber Hands 2177 Blueprint from the man who left it.
- Create the blueprint using 372 Scrap.
